Why these exams matter

If you are applying for Lithuanian citizenship through naturalisation, you will typically need to demonstrate that you can communicate in Lithuanian and that you have a basic understanding of the Lithuanian Constitution. These are two separate tests, and both are part of the citizenship application process managed by the Migration Department.

The Lithuanian language exam

The language exam assesses your ability to use Lithuanian in everyday situations. In general, it covers:

• Listening and speaking — understanding spoken Lithuanian and being able to hold a simple conversation
• Reading and writing — reading short everyday texts and writing a basic message or form

The required level is generally set at a practical communicative standard rather than an academic one — the aim is to show you can manage everyday life in Lithuanian.

The Constitution exam

This is a written test on the content and key principles of the Constitution of the Republic of Lithuania. You do not need to memorise the full text, but you should be familiar with the structure of government, citizens' fundamental rights and duties, and the basic functioning of democratic institutions in Lithuania.

How to prepare

• Lithuanian language courses are widely available through the Employment Service, IOM Lithuania, Caritas, municipal adult education centres, and private schools. Some courses are free for eligible migrants.
• Self-study resources including textbooks, online exercises, and apps can supplement classroom learning.
• Constitution preparation — ask the Migration Department for the official study guide, and consider joining a preparatory course if one is offered in your area.
• The International House Vilnius and similar language schools offer both group and individual preparation.

How to register

Who may be exempt

Some applicants are exempt from one or both exams. Exemptions typically apply to:
