Becoming a Lithuanian Citizen (Naturalisation)

What it is

Naturalisation is the process by which a foreign national can become a Lithuanian citizen. It involves meeting a set of requirements set out in Lithuanian law, then submitting an application to the Migration Department.

Becoming a citizen gives you the right to live and work in Lithuania permanently, vote in national elections, and hold a Lithuanian passport.

Who it is for

In general, Lithuanian law allows you to apply for citizenship through naturalisation if you meet all of the following conditions:

• You have lived in Lithuania legally and continuously for a set number of years (typically at least 10 years for most applicants, though shorter periods may apply in some cases — for example, for stateless persons or those with special ties to Lithuania).
• You hold a permanent residence permit (or have the right to a permanent permit).
• You can demonstrate a lawful and stable source of income — enough to support yourself without state assistance.
• You have passed a Lithuanian language exam at a basic level.
• You have passed a test on the basics of the Lithuanian Constitution and the national anthem.
• You have no serious criminal convictions and do not pose a threat to national security.

Dual citizenship

Lithuania generally does not allow dual citizenship for naturalised citizens. If you become a Lithuanian citizen, you are normally expected to renounce your previous citizenship. There are some limited exceptions (for example, for certain EU or EEA citizens, or in cases of marriage). Check with the Migration Department whether an exception applies to your situation before applying.

How to apply

1. Gather your documents — this typically includes your passport, residence permit, proof of income, proof of registered address, and certificates from your language and constitution exams.
2. Submit your application through the MIGRIS online portal or in person at a Migration Department office.
3. Pay the required state fee (the current amount is listed on the Migration Department's website).
4. Wait for a decision — processing times vary; the Migration Department will contact you if anything is missing.

What to do next

If your application is approved, you will be invited to take an oath of loyalty to Lithuania. After that, you will receive a certificate confirming your citizenship and can apply for a Lithuanian passport.

If your application is refused, you have the right to appeal. Ask for the written reasons and consider seeking legal advice.
